This is because the DNS server is not able to resolve dev.abc.com to particular IP address (192.111.111.111). One possible cause of this may be because dev.abc.com is the host of your client system which would be successfully resolved in client network(client's DNS) and 192.111.111.111 is the IP address that is converted by your network team and actually resolves to the original client IP.
In order to resolve dev.abc.com , you can change the host file in your system and route it to 192.111.111.111 IP. Or you can contact basis team if this is not the same case.
