the message occurs because your firewall is blocking ping packets.
check if you can ping to >> 59.99.233.46
also check niping -O -c -S 3299 -H 59.99.233.46
You can ask your firewall administrator whether he can open ICMP for the connection server (169.145.197.110) to your SAProuter.
Please verify, if your firewall has been released to allow the following access rules (see note #48243).
